IntelliJ IDEA: garbage collector does not work

I now find myself in trouble when develop web application with intelliJ IDEA. I use Tomcat 8 and in the development process (in window) the memory of web app keep increasing. And I use the default VM options of IDEA and Tomcat. Does garbage collector not work?
