How to work part time from home not freelancing

I have become in need of a different job, and would like to continue having a job as a programmer. I am currently a Junior at college as a Computer Science major, and hold a part time job working for a local PBS station. Here, I have built our new website, built some programs for our servers, and done some IT work (Not what I want to continue with). However, I am working for $8 an hour with no benefits, and have recently got married. I need to find something I can make a little more, but don't have to move or drive really far. I live in a smaller city so there aren't many if any (Haven't found any) programming/web design jobs. Since I am married, and we are moving out, I don't believe freelancing is a good choice for me. I need something stable and secure with a decent pay. Say, 20,000+ a year. I know around 17 languages, and am fine picking up more. What I am asking for, is are there other options I should consider, and where would be a good place to look.
