How do I save a URL, a web page addess as a shortcut to the desktop using vba

I've been Googling this for two hours now; seems like a simple enough question but I'm getting every thing but

If I have a web page open, go up to the file menu on iexplorer, there is a command "Send > Shortcut to Desktop"

I would like to do the same thing using VBA. With the above command I need to give authorization. This I would like to avoid in the VBA code if possible. Also, this may be obvious, I need it to be saved as a html shortcut so that if I double click on it the web page will open. Seems so simple. Is this possible?, maybe not.

I appreciate anyone's help. I'm sure someone can answer this in like 2 seconds, but honestly, Google it as simple as possible, Google it several different ways. There isn't an answer. LOL. I gotta laugh, and no, I'm not drunk, wish I were!
