File and Data Retrieval Application MVC C#

I'm developing an application where data is read according to a specific record number and have the URL to a report file (.PDF).

I want to include the data in the table and a reference (URL. Not physical) to the file. The file will be uploaded to the BIN directory of the root for navigation purposes.

My question is what's the best way of cataloguing that file (Individual file names as the directory can be set for browsing.) in the database, and uploading it to the BIN directory, then the data in the database. (Code examples would be nice to reference) but clarity in explanation is needed really.
