Fastest way to create web app with: web UI, REST, Database connection

It is so many technologies now.

What is the fastest way by meaning of selecting technologies to create web application with: web UI, REST interface with database layer at this moment?

I’m looking for solution that:

• generates web application template
• is technologically mature
• don’t require a lot of coding
• have some HTML template engine
• is well supported (documentation, active support and user group)
• is easy to deploy
• good for fast prototyping
• is easy to learn

I thinking about group of technologies (entire technology stack) that work best to fulfil these needs.

For this moment I considering script language solutions (Node.JS, Python, PHP, etc.) and tools for them but I’m open for other possibilities.
