Facebook app approval

I am developing a web based facebook application, which collects and analyzes data for a facebook page. I have the necessary permissions from the page owner.Do I need to go through the facebook approval process(I need the manage pages permission). And also since for the user as such the in-app experience doesn't get enhanced because of these permissions.
