Can someone help me figure out these instructions using XAMPP

You need to create 2 files on your local web server:

/index.html containing:

/welsh/license/definitelynotalicensescript.php containing:

Key is valid. www . sabotage . tk

Then add hosts entries:

127.0.0.1 www . illegal . cf 127.0.0.1 illegal . cf 127.0.0.1 104.28.30.105 127.0.0.1 www . sabotage . tk 127.0.0.1 sabotage . tk

Not sure if the last 2 are needed, I just added them to be thorough.

Put this in a key.txt file. I put it in the GTA folder as well as %userprofile%\Documents\Rockstar Games\Social Club\Titles\GTA V, again to be thorough.

Restart computer to make sure the hosts file changes take effect, then start your web server. No external dependencies.
