best way to build a mobile web app

i need an advice.

i've been building native mobile apps for a few years, and now i need to build an app that will function as a website also, meaning i need to build it as a mobile friendly website.

i was thinking jquery mobile, and bootstrap and just dealing with problems as they pop, and then i thought that there must be a better way to do it. like cordova. altough i heard a few complains about cordova.. any advice?
