Copying PDF from a PHP and javascript based Webviso into Clipboard to paste it in windows applications

my employer just asked me if instead of downloading every PDF he wants to use in an email, he could just copy and paste them from the Web server directly, so the PDF dont multiply that much. These are basic data sheets so very often in use.

Back in the days i would just have used Active X objects but thats not a legit way anymore...

Do you have any ideas?
