Facebook for Developer can not make app public

I am using Firebase Authentication for my website to login with Facebook, it works perfectly at the development mode but now I want to make it public

After I deploy my website by Firebase hosting, when I ask my friend to login my website by his Facebook account but it alert me that my website not setup
