Is there any way to automatically update a set of records in the database?

I am developing a website that will be showcasing all the current active cases specifically around the UK.I have spoken to one of my supervisor that I will need a database for this type of project.

So my question is:

1. Would I have to manually update the tables, for example: the active cases for today, then for tomorrow, or is there any way it would automatically change the records?

2. How do I link my database in my website application?
