How to make a site that creates separate pages by itself [closed]

Let's take for example the StackOverFlow. Each time, when people post here their questions the system creates a separate page for each question with some inherited template, and then I can google that page not even looking for the question in the very StackOverFlow. And the question is: how is it done, what technologies, programming languages and so on... are used for this?
