With what to start or code a Dashboard for posting data [closed]

I want my webpage to have a dashboard for posting data like videos, photos, paragraphs, etc. But the problem is that I don't know what is the most neutral or easiest way, I thought with PHP and MySQL is that a good choice or should I go with something else
