Are there any official builds of Safari for Windows?

At the start of the year, I was notified that Safari does not support Google's WebP and WebM file formats.
Note: I am using WebP as it can balance image quality and file size.
Are there any official builds of Safari for Windows, or, any good emulators? It's really useful to be able to test my websites on Safari. I've seen some sites saying "If a browser doesn't support WebP, it's probably an old browser, like IE8".
