How to use WebAPI that allows to upload and download files in ASP.NET MVC project [closed]

I am a beginner. I have a Web Application with some functional and I have to create a WebAPI that will be used in this project and will allow users to upload and download files like images or videos.

I think that I need to create a separate API project and create controllers to work with files and then somehow consume this API with my main application. What is the best way to do this and how do I connect API with application?
