Framework to make an RWD app with usage of maps (googlemaps, Mapbox etc)

So I just got a Studies project to make an application like travel guide of a city.

-This app gonna be RWD in web browser because we won't do it on Android in Java. (If theres possibility to import web app to android without using much of android that could also be an option).
-I need to reload content (like distance from app owner to a specific object on map) live.
-Also I need to make road trips (with navigation in app) with marked objects on map and filter map marks based on chosen filters.

I was looking on the internet and i Found ReactJS and Mapbox that they have good relationship in designing these types of apps but is Google Maps Api better than Mapbox (and can I use It for free if this app gonna be seen only by project manager?).
What are your suggestions for me?

I have no experience in ReactJS,Mapbox,Angular etc that's why im open for suggestions from you guys.
