How do I write a website with only a frontend?

I haven't been able to find any resources on building a website with no backend code; everything I find is solutions to make the backend easier, but I don't think I need one at all. I'm new to websites, but what I have in mind would just be a bunch of informational pages, where users wouldn't need to register or anything - no information would need to be stored at all aside from the webpages.

Do I still need to work with a backend? Are there any aspects I can cut out of the development process?
