Janus or webRTC using in chrome browser setting flags

Janus plugin or webRTC using in chrome browser, browser checking use [Janus.isWebrtcSupported()] method. localhost address can do this. but network another address use can not supported.. why did it?? help me..

How changed chrome flags options??
