Why my flash movie only appear in chrome but not IE?

I manage a web server. There is flash .swf file that I want to run at the website. Before this, both IE and Chrome can display the .swf movie. But now, after I move to the new server (Oracle base), the .swf only appear in Chrome but not IE. Please help. Thanks.

I already try to edit the mime.types file which I include application/x-shockwave-flash but still no luck

After that i also update mime database update-mime-database /usr/share/mime

I expect the IE also show the .swf as what Chrome does. But the movie not loaded.
