How should questions be sorted on a Q&A website? Should it be sorted by it's upvotes or be sorted by it's top answer upvotes?

I dont know the path to go with, if sorting it by best question upvotes, or sorting it by best answer upvotes will be better, I.e to get the top upvoted answer of each question and sort the question by top answer upvotes. The overall reason is to offer users top/hot questions and answer of the day for better users experience on the front page. Please your guide will be appreciated on the path to follow. Thanks in advance..
