Building android app for wordpress CMS

I'm trying build an android app for a wordpress site.

this app will displays images and videos and text to everybody.

Also members can share their videos and images from "share" button in their gallery and they will display in our site.

Note:We will have Signup/Login services.

Note 2 : our site's language is not English . that's utf-8 RightToLeft (like Arabic).

My questions :

1-can I use wp-api wordpress plugin? does it support RightToLeft Arabic charecters?

2-I want use volley library.does it support RightToLeft Arabic charecters?

3-I added my app in "share" button in gallery. when user clicked on "share" button in his gallery and selected my app , how can I upload his file in my site?(or other works!) for example : after selected my app,user see admin panel>new post and see her image in feature image in wordpress online?(if loggedin).

Note 3:I want have a high-customization app with android studio.

4-can I build my app in android studio like phonegap? and get data by jquery? what's that way?

5- we will use woocommerce wordpress plugin and have a shop , so does my way support it in RTL Arabic ?(wp-api plugin and volley library).
