Design - Users created websites within the main website (Python/Django)

I am asking for advice regarding design and technologies/frameworks which will enable me to create following website within reasonable amount of time:

I would like to create a website which will enable the users to maintain their own small websites within in and add content (articles/news) in accordance with specific schema. Every user should have place to publish her/his articles which could be visit by other visitors. Moreover, there have to be a main page which will show the latest articles created by the users and which will offer additional functionalities based on the users content.

I have some experience in programming in Python and Django, so I prefer to use them in this project. Any help appreciate.
