Procedure for making a website

I do not know whether here is a good place to ask this question or not, but I did not know where to ask it

I would like to make a personal website like this one ( so interactive ) but I do not know which languages to use and learn?

Basically, I know HTML and CSS a little, and I have worked with Drupal (again, a little ) but for making such as these websites, what steps should I take?
