SVG: what is Web Animation API? How we can rotate an element using Web animations?

I'm new to SVG. I know there are different ways to animate a SVG element. These ways are: Using CSS animation, javascript, SMIL and Web Animation API.

I would like to know what is Web Animation API? Could you please provide examples for rotating an element using Web Animation API.
