Unique accounts. How to verify each user has only one

An interesting problem I hope.

I would like to create Website that allows anyone to join but only once.
I need a method to verify that each accounts will match only 1 individual.
Email address won't work. DOB won't work. SSN requires paid access and I don't know the rules for said access.

Any clever people out there with a solution?
