How to make an element click through and respond to :active and :hover? [closed]

Well I have a div element that responds to mouse hover and active states. But I also want to make it click through.

To make it click through i used pointer-events: none; but this css property stops the element to respond to hover and active events. I kind of want, when mouse clicks on my div element it should respond and add :active state. and the element beneath it should also register the mouse click.
