What is architecturally the best way to create and deploy a static website on the Internet

I need to build & host a website for friend. It is going to be a static website with a lot of pictures & may be an enquiry form.

Options under consideration -

1. Bootstrap Mobile framework with HTML, CSS & jQuery ~ Custom Code
2. Host all the static content in AWS S3
3. Create the site using a CMS (Drupal for example)
4. Use one of the online templates for creating the site nice & quick.
5. Your opinion

Please suggest me (from your experience) - the best way to go about it please. The idea is to create & deploy a nice, modern, device responsive website to hold static content. Important considerations -

• Initial Development
• Maintenance
• Security
• Cost to host on Internet
