How to approach for the inventory problem in web developement?

If suppose there is a grocery delivery app which has its own inventories ( where it stocks the produce ), how do you plan on building an admin panel for each of the inventories? What kind of functions will the inventory admin panel have and what kind of functions will a super admin panel have?
