Differences between Web API using .Net Framework and Web API using .Net Core

I need to learn how to develop ASP.NET Web APIs targeting the .Net Framework using C# (ie., ASP.NET Web API), but all online resources discuss developing Web APIs targeting .Net Core.

How do I learn to develop ASP.NET Web APIs targeting the .Net Framework (I believe this was ASP.NET Web API v2)? Alternatively, if I learn how to develop Web APIs targeting .Net Core, will I be able to develop ASP.NET Web APIs targeting the .Net Framework (would I need to unlearn a few things)? Are the two similar enough? I am very familiar with ASP.NET MVC targeting the .Net Framework.
