How to control how navbar is displayed on mobile devices?

I really like this html template I found, but I don't like how when the width is reduced, the top navbar reduces to only the 1 selected.

This would make it impossible to navigate via Navbar to certain parts of the page when we view the site on mobile. Is there any changes we can make to the code to display the full navbar when the width is reduced?
