How do i deploy a Flask application with Oracle DB connection using Instant Client onto AWS, Heroku or OCI?

I have a flask we apication which connects to a remote Oracle DB and uses cx_Oracle(), I’m wondering how to deploy the app since it uses Oracle Instant Client.
