How do I build a web app for oil filtration?

Guys I have a business venture that I want to try out, I'm in the electrical industry but I have web dev and design know and write a little python.

We use oil filtration devices daily and I would like to build a web app and eventually mobile app that you can use to measure, monitor and control oil filtration systems on site remotely from your mobile device or desktop. The only problem is I do not know where to start, I have an idea for a website I will change into a web app using bubble io but that's as far as I am.

Right now it's still idea, any advice or help will be appreciated and I really think that once this is competed it will help people in the electrical industry but it could also be a very lucrative project.
