How can I achieve a "play video over hover effect"? [closed]

I am not a developer, but I'm coding my own company website with the help of tutorials etc. since I can't afford to hire one at the moment.

I would like to know how I can apply the same function (play a full screen video loop) when we hover cursor over the logo on this website https://malvah.co/ , it's super creative, hats off to the team that pulled this off.
