Creating a website page with survey and register interest

I am creating a new business and was wondering if anyone knows if Shopify or any other website builder allows me to create a pre launch page?

This pre-launch page will provide the user with some input questions and then finally allow them to register their interest for when the product launches?

Any idea how this can be done?
