Trying to make link jump to specific section of another page

Trying to make the culture, mission/vision, and philanthropy icons link to their specific section on the about page. I tried anchors but no luck. Website is: http://www.stephensengineering.com/stephens33/#culture section is located above the contact form towards the bottom of the page. The icons are clickable, but don't scroll to the correct section on the about page.
