PHP application on Tomcat server

I have a 4 week deadline. I also have an executable jar file that I need to store for end users to execute through the web.This web app will have to be able to send and receive api calls and maybe even embed a javascript view within. There will be at most 5 end users at a time. The thing will sit on an internal server. I have knowledge of php, java, . What would be the easiest solution? I am sure there are more efficient solutions I have a bias toward scripting languages but will code in java if necessary. Any guidance is appreciated. I am unsure whether I can host a php application on tomcat ? Or, whether I should host it on http and figure out a way to execute the jar on the server side through apache http? I would like the most efficient solution as I have a quick deadline
