Click & Hold, Drag Webpage In All Directions (parallax & gesture interactions?)

I'm a beginner web developer trying to make a website with a click, hold and drag scroll kind of effect in all possible directions not just up, down left and right. here's an example of what im looking for http://bad.diesel.com
I was wondering if I can achieve the same effect with just html, css and javascript (jquery) and how, or if I need to learn some new tool and or skill, in this case which one(s). Thanks in advance.
