What is the use for ? in the middle of a URL

I have seen many websites using ? in their URL. Like his: https://www.youtube.com/watch?v=likethis1923

My guess is that Youtube uses them to make a "tempplate" and then apply the site info afterwards. - If that is the case, how do I do so myself?

If not, what is it used for?
