webpage wont let me scroll when i fix nav bar at the top

I'm using javascript to stick the nav bar at the top once you've scrolled past the logo. for some reason (only on one page) when i scroll past the logo it wont let me and moves right back to the top of the web page http://localhost/projects/fenuhealth/products.php thats the webpage that wont work.
