Offline page taking too long to load

I'm building my first site, wich also is my portfolio. I using only HTML5 and CSS3, cause' that's the only languages I've yet learned.

It has 158 lines of HTML and 422 lines of CSS.

Suddenly, the preview on Chrome (pressing F12 on Dreamweaver) started taking like 10 seconds to load, like if my internet is slow (but I'm not using it) or if the document size too big (it weights 21mb counting the images and SVGs).

Is it normal? If the time to load as offline is big, does it means it will take more time to load by internet? I was trying to insert some JQuery before realizing the delay, but i removed the script and the delay was still there.

In a case like this, restarting the OS or the program may have any effect in load time?
