python SimpleHttpServer doesn't show my language(Farsi) correctly for web pages

So I have this page that is displayed correctly when I simply open it in the browser

But when I run a localhost with python and open it again from there, it can not display the language properly

I've tried changing the charset in html code, but it wasn't helpful
