Why 'Processing' circle never stops when I try to make test payment?

I am trying to make test payment using Apple Pay on the web site through Safari. I have tested it on the iPhone 7. The web site gives https access and uses TLS ciphers.(I have tested it) On the iPhone I have connected to the tester account to iCloud. I have attached test credit card provided by the Apple. I have russian tester account. I have tested it from Belarus, But I have connected to proxy server with russian ip. Apple does not know that I am developing it in Belarus.

The red processing circle never stops What can be the reason? Do anybody know something about this problem?
