How to filter a website using visual basic 2015

i'm doing a web browser for my final year project and in my web browser i want to add a function that is admin can filter any website that they think is harmful by category or they just enter an URL. So, any suggestion how to realize it? And i'm using visual basic or you guys have any languange that is suitable. Thank you
