Grouping and Displaying twitter accounts according to tags on a site

I'm going to try and explain what I'm trying to do as clearly as possible, and hopefully you all can steer me in the right direction of what I'm trying to do.

So, I'm looking to have a easily queryable database of twitter links (and hopefully a small embedded timeline too for each) that can be tagged for further delineation and easier searching (i.e. a "Tech" tag, a "Writer" tag, etc. that can be searched and pull accounts tagged with that on my end).

A list might work if I understand how they work, but I'd still need a direction to go for applying tags on my end and presenting them in a somewhat readable way. Anyways, I think that's the basis of what I'm trying to do here. What seems like the most straightfoward set of languages to accomplish this with, and are there any specific problems you see with what I describe?
