web application with dynamic web page, what framework and language to use

I am new to the web development and have only worked so far on creating web services in java. A smalltalk application has to pass a bunch of values to web application. This web Application has to be developed by me. This web app will parse the data from small talk and do some more api calls. What languages is most apt for developing this web app
