Why are files on a hard drive named in words and paths instead of a hash ID like a database? [on hold]

Why do we name files in words and paths instead of using those like properties in a database?

It's seems like it would be more efficient to use a hash ID or some unique ID for a file and then have an interchangeable name. That way our IDEs and file visualization tools could dynamically re-visualize our files and the path HASH link would always stay the same. Paths and file names always have to change so why not name files with a unique hash and then dynamically generate any human visualization concept?
