Build website with searchable database and reports

I'm a complete IT noob and I need information about how to build a website in which I can lookup stuff from an online database, click on the result I'd like to check and read a report about it.

I would generate the contents to be searched. I wonder if there is any open-source software product such as Apache to make it happen.

Any thoughts? Where do I start?
