How can I built a live streaming website which will fetch video from Android mobile automatically?

Basically i want to use my android phone as an IP camera and want to watch the live feed from a website. There are Android Apps called peepers, spydroid in GitHub basically it can give feed offline via wifi. I want to make it online so that i can watch video from anywhere via browser.
