Construct a url to open modal on top of any latest logged in page

We have an web application using python flask, and react. Whenever you open the web, we remember your latest location, and direct you there. Now we need to send url in emails to user. Whenever user open this url, we should open a modal on top of the last opened page. Any best practice on this would be appreciated!
