I need to make web app that can generate graph like this: Graph image-click

X-Axis data range can be in several years ... Can someone recommend free library for chart like this? What type of chart is this? I will use HTML,CSS,JS,PHP and SQL. I have data in phpmyadmin , 1 table likedata picture- click .
